Riga has reclaimed its title as Europe’s best-value city for a short break, with a typical tourist spend of £253, thanks to a 15% price drop. Eastern European cities dominate the top 10, including Vilnius, Warsaw, and Podgorica. Western Europe’s best value is Portugal’s Lisbon (£292) and Porto (£305). In contrast, Oslo (£636) and Copenhagen (£629) are the most expensive European cities for city breaks.
